
The Foundation was established in 1993 to honor Catalino D. Yap, Sr., Founder and First President of the SACT College System. The elder Mr. Yap organized Saint Anthony’s Institute in 1945, one of many he organized around that time. Today, the SACT College System includes various Schools and Colleges offering education and training at all academic levels.
BCYF is supported by the SACT College System through St. Mutien College. This support includes back office and events support through a group headed by Mr. Errold Serrano, OIC of St. Mutien College.
Starting with scholarships and programs which assisted those affected by Pinatubo, the Foundation quickly got involved with Sports, Education and Institution-Building projects. On its 10th year in 2003, the Foundation decided to focus mainly on Education. In the past 20 years, the Foundation has given Scholarships and Study Now Pay Later grants to many students. Three schools have also been organized; Holy Rosary School which offered high school in Magalang, Pampanga from 1995 to 2013. The SACT Community College was established in Dau and transferred to Angeles, Pampanga. The SACT Night School was organized in 1953.
By the mid 2000s when there was a fortuitous meeting between Mr. Antonio Yap and Dr. Lilian Sison, then Dean of the UST Graduate School. Over the next few years, Mr. Yap would agree to organize the First Philippine Conference on Research in CSR while preparing suggestions on how UST might be able to get more involved in CSR, particularly CSR Research. It was clear to Mr. Yap that the wonderful work of various corporations in helping various segments of society, based on anecdotal and other evidence, would only be better served with such research at UST, at BCYF, and other institutions.
When the Foundation decided to expand nationally through its Ortigas CBD, Pasig City location, the foci became Youth CSR and Developmental Social Enterprise. Today, BCYF has four Departments: CSR Research Institute (CRI), CSR World, Special Projects and Marquee Events (SPAME) and Institute of Social Enterprise and Development (ISED).
